Solutions for Enterprise-Wide Procurement, pronounced “soup,” is a multi-award government-wide acquisition contract focused on information technology products and product-based services.

The vehicle covers servers, desktops, and tablets, IT peripherals, network equipment, storage systems, security tools, software products, cloud-based services, video conferencing systems, and other IT and audio-visual products, along with related services such as installation, training, and maintenance.

SEWP supports Centralized and Decentralized (Catalog) Delivery Orders with Options. Under the Fair Opportunity procedures in FAR 16.505(b), some of the functionality associated with Blanket Purchase Agreements can be applied to the SEWP process.

When an agency needs to purchase a known set of in-scope items but is uncertain about timing, it can submit a Request for Quote under Fair Opportunity guidelines to one or more SEWP Contract Groups and then award one or more Delivery Orders based on the quotes received. The initial Delivery Order sets the price of the items as quoted, and agency officials place subsequent orders against that quote following the procedures stated in that order.

FAR 16.505(b)(1) provides that each contractor receives fair opportunity to be considered for each order exceeding $10,000 issued under multiple award contracts. The method is at the discretion of the contracting officer, who documents the rationale for the placement and price of each order.

The SEWP Quote Request Tool is the recommended method for this activity. The tool automatically includes contract holders within a selected group or based on a suggested source. Fair opportunity to all contract holders within one or more SEWP groups is required, and there is no requirement to obtain three quotes as long as every contract holder in a group has the opportunity to quote.
