City of Seattle Modernizes PeopleSoft Training with Oracle Guided Learning
The City of Seattle is one of the largest municipal governments in the Pacific Northwest, serving a population of more than 750,000 residents across a broad range of public services. Keeping the staff who run those services up to speed on enterprise systems like PeopleSoft is an ongoing challenge at any scale.

Oracle Guided Learning
Seattle’s PeopleSoft FSCM training materials had fallen behind. Guides were hard to find, scripts were outdated, and users were largely on their own when they needed help inside the system.
The Challenge
The City had accumulated years of PeopleSoft training documentation — UPK scripts, job aids, training guides — but the materials were scattered and stale. With UPK moving to sustaining support after December 2022, the City needed more than a replacement. They needed a better approach to user support altogether.
The core problem wasn’t just the format of the materials. It was that training guides only help when people read them, and most users don’t go back to a manual once the initial training is done. In the meantime, support tickets keep coming in, most of them training issues rather than system bugs.
The Solution
Mythics proposed Oracle Guided Learning (OGL), a digital adoption platform that delivers in-application guidance directly within PeopleSoft. Rather than pointing users to an external document, OGL walks them through processes in real time, inside the system where they’re actually working.
Mythics implemented its OGL Starter Kit to accelerate the rollout, then worked with the City to convert existing training content into in-app guides, process walkthroughs, and contextual Smart Tips. No code changes were required in PeopleSoft, and the guides connect to the OGL application via a link rather than any modification to the on-premises environment.
Built-in analytics give administrators visibility into which guides are being used and collect direct user feedback.
Services provided:
- Oracle Guided Learning Licensing
- OGL Starter Kit Implementation
- Custom Guide Development for Seattle’s PeopleSoft FSCM Environment
- Training Content Conversion to In-App Guides
The Results
The City of Seattle was recognized as a 2023 PeopleSoft Innovator by Oracle for its OGL rollout. Training documentation is now consolidated, up to date, and delivered at the point of need within the system, rather than sitting on a shelf.
